THE DEMATERIALIZATION OF THE BLANK EXTRACT OF CRIMINAL RECORD HAS BEEN A REAL SUCCESS
As regards the actual uses of the services launched by the Ministry, the dematerialization of the sending of the blank extract from the criminal record has been a real success: more than 80% of the availability of the blank extract from the criminal record is made now dematerialized. On the technical infrastructure, 843 justice sites are now equipped with broadband. The ambition is to go further by allowing each site to have the means of communication necessary for digital transformation. In addition, the modernization and deployment of videoconferencing systems has enabled 2,035 systems to be reached, i.e. + 25% in one year. 40 conferences are held at any time thanks to this park. It prevents 1,724 inmate trips per month on average in 2019. Similarly, the VPN has enabled many officers to access the department's information system and to telecommute.
SIGNIFICANT ADVANCES IN DIGITAL SERVICES------------------------------------------------------------------------------------
The French minister fo Justice, Nicole Belloubet, highlighted the recent « significant advances in digital justice projects », as she makes her introductory remarks. « For the first time, an innovation village allowed participants to interact directly with project leaders and discover the innovative services developed within the ministry.----------------------------------------------------
Justice.fr, the portal for litigants, enables litigants to monitor their civil affairs online. They are also informed of the deadlines for their business. » acknowledges Nicole Belloubet. « In addition, 100% of the transmission of documents to lawyers in the context of civil cases is now dematerialized. During 2020, justice.fr will allow online referral within the framework of a civil party constitution as well as in the field of management of measures of protection of adults and the online consultation of criminal cases. » the Minister of Justice added.
She emphasized « With regard to digital criminal procedure, work with the Ministry of the Interior enabled a first digital hearing to be held and a first digital filing mandate to be issued. The TIG 360 ° platform should allow all TIG (Community services) players to have a real-time view of the existing TIG job offer throughout the territory. The Digital in Detention (NED) project aims to relieve prison officers of administrative tasks and to empower prisoners and bring families together through services. Finally, the information system for the management of legal aid will allow the online filing of a request for simplified legal aid and must therefore reduce response times for applicants. »
OPENNESS AND INCLUSION VIA THE COMMUNITY SERVICES RATHER THAN JAIL FOR THE YOUNGSTERS
For the Minister of Justice, all these projects bring openness and inclusion: “We are evolving, even if it is a task that must constantly be put back on the job, which must constantly face ups and downs. This transformation is synonymous with openness and inclusion. If I considered that the digital transformation plan was one of the top priorities of our department, it is because of its success depends the success of other justice transformation measures. It is also because this digital transformation brings answers to the expectations of the users of the public service and therefore of inclusion “, underlined Nicole Belloubet.
