USPA NEWS - The French PM, Edouard PHILIPPE, made an official statement yesterday over the COVID-19 outbreak, announcing the closing of the main stores (restaurants, Coffee shops, theaters, until further notice We publish the full Statement delivered by Mr. Edouard Philippe Prime Minister on the Covid-19 « My dear compatriots, Thursday evening, the President of the Republic addressed the Nation to announce strong measures to curb the spread of the virus responsible for the disease known as Covid-19. « My dear compatriots, Thursday evening, the President of the Republic addressed the Nation to announce strong measures to curb the spread of the virus responsible for the disease known as Covid-19. As you know, we do everything we can to protect the population and our health system, based on the recommendations of our best doctors, our best scientists.  What we are seeing today are two things. On the one hand, an acceleration of the spread of the virus and in some territories a very significant increase in people in intensive care. Jérôme Salomon, Director General of Health, will describe in a few moments the reality of the progression of the epidemic. We also observe that the first measures taken to limit assemblies are imperfectly applied. The vast majority of scientists say it: the best way to curb the spread of the epidemic is what they call "social distancing." In connection with the President of the Republic, I have therefore decided, until further notice, the closing from midnight tonight of all places receiving public not essential to the life of the country. These include restaurants, cafes, cinemas, nightclubs. Places of worship will remain open, but rallies and ceremonies will have to be postponed. I´m not telling you that´s a nice term. I know that it is a concept that puts us off, we French, because we are a people who like to come together, a happy people, happy to live together, maybe even a little more when fear begins to gain the spirits. After the President's announcements, Thursday evening, Friday, and again this morning, I went out, and everyone was able to have this experience. We saw too many people in cafes, in restaurants. On the basis of the data collected, simulations of the progression of the epidemic and the evaluation of the effectiveness of the measures, the Scientific Council addressed to us a certain number of recommendations which go in the direction of a reinforcement of the measures that affect our social life. ONLY ESSENTIAL STORES ARE ALLOWED TO BE OPENED---------------------------------------------------------------------- "These are also all stores except essential stores. In particular, food stores and markets, pharmacies, petrol stations, banks, tobacco and press offices will remain open. All the public services essential to the life of our fellow citizens will obviously remain open. Urban transport will continue to work, but I call on the French to reduce their travel, and in particular to avoid inter-urban travel. Public transport operators will gradually adapt their transport plans in this direction. I say this with seriousness, we must, all together, show more discipline in the application of the measures. What we need to do at the moment is simply to avoid gathering as much as possible, limit friendly and family gatherings, use public transport only to go to work and only if your physical presence at work is essential , only leave your home to do essential shopping, exercise or vote. On this subject of municipal elections, we again asked the Scientific Council in view of the latest developments in the epidemic. They confirmed to us that the first round could take place tomorrow, strictly respecting the instructions for distancing and prioritizing the elderly and the frail that we recalled this week. PM EDOUARD PHILIPPE EXPECT MORE DISCIPLINE FROM THE FRENCH PEOPLE"I would still like to send two messages. You understand, we absolutely must limit travel, meetings, contacts. This applies to businesses and administrations which must start on Monday and for the next few weeks a massive action to organize telework to allow the greatest number of people to stay at home. We must also support our caregivers: doctors, nurses, all those who contribute to care, in hospitals and in the city. Everything will be done so that they can exercise their profession. This is one of the reasons why transport will continue to operate and that we will guarantee the care of their children. For caregivers' children, and only for them at this stage, nurseries and schools will organize a reception on Monday. I know that National Education and town halls are working on this throughout this weekend and I thank them. We must reassure our caregivers: your children will be welcomed while you work for us, in good conditions of protection for themselves and for you. Gradually, this device will be extended to all children of personnel essential to the continuity of the life of the Nation. We must, my dear compatriots, reassure our caregivers, but we must also help them, by respecting the barrier gestures against the virus and the instructions that I have just recalled.
